Job DescriptionJob Title:  Project Manager

Department:  Capital Improvement Projects

Nature of Work
Highly responsible professional, engineering/architectural and project management work managing all phases of project development, including planning, design and construction of major capital improvement projects within the City, within established timelines and budget.
Illustrative Examples of Essential Duties

  • Responsible for managing design and construction projects through architects, engineers and contractors
  • Provides construction contract administration, on-site project support and inspection by reviewing and approving contractor payment applications, change orders, budget allocations, construction schedules, and compliance with contract plans and specifications
  • Assists in the selection of consulting architects and engineers to design Capital Projects, including review of proposals to determine compliance with all contract requirements, funding, staffing, allotment of available resources for various phases of the project 
  • Directs and assists in the design of projects, i.e. preparation of construction plans, specifications, and contracts
  • Assists in the public bidding of projects, i.e. conduct pre-bid meetings with potential private contractors and Architects/Engineers
  • Obtains funding for construction of Capital Projects by preparing applications for grants from various Federal, State, and County agencies
  • Prepares Commission Memorandums, Resolutions, Ordinances, and other related documents
  • Creates and updates a departmental schedule of construction projects
  • Obtains construction permits from Federal, State, County, and City agencies
  • Prepares project budget
  • Identifies sources of funding for appropriation and implementation
  • Confers with project personnel to provide technical advice and resolve problems
  • Interacts with residents, businesses, and other stakeholders to address all project related issues or complaints
  • Conducts research of past practices, prepares reports and provides recommendations
  • Prepares project status reports for the Director or (his/her designee) 
  • Performs related work as required 

 
Minimum Requirements

  • Graduation from an accredited college or university with a bachelor’s degree in architecture, engineering, construction management, or closely related field
  • Three (3) years considerable project management experience in professional architecture, engineering, or construction work to include design, construction, and management of major building construction projects
  • Experience can substitute for education on a year-for-year basis


Physical Requirements:

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact

  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine
  • Physical ability to effectively visit and conduct project site visits
  • No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling
